Based on the work of Shriramana Sharma (@jamadagni) in keyboardio/Kaleidoscope-OneShot#45, this implements finer stickability controls for `OneShot`, allowing one to set stickability on a per-key basis. Move the documentation to `doc/plugin/OneShot.md`, sources under `src/kaleidoscope/plugin/` (appropriately namespaced). This is in preparation of merging plugins into a single monorepo.
